ISO/IEC SAM Processes & tiered conformance
Convener: David Phillips, SAMleaders.com

New! May 2010 Niigata Plenary. ISO/IEC JTC1 SC7 has carried a new resolution for continuing development of Software Asset Management (SAM) Processes Standards:

The ongoing ISO work on SAM Processes now serves as a formal revision to current Part 1 SAM Processes Standard with a tiered and consistent revision of 19770-1:2006, so that:

§         The new revision provides more accessible standardizing of ISO SAM processes;

§         ISO19770-1 Processes may now be accessed in four gradually tiered levels;

§         Suitable for targeting all the necessary SAM processes – but requiring only those within the tier-level best suited to each organisation’s preferred SAM goals;

§         Can be used for assessing an organisation’s SAM to a widely recognised standard:

o        starting with Tier1: Trustworthy Data (covers inventory, compliance-reconciling);

o        up to Full ISO Conformance and fully consistent with the existing 19770-1:2006;

o        Tier1 also suitable for organizations wishing to demonstrate repeatable licensing compliance processes.

The ISO19770-1 Processes approach is unchanged: defining Management Systems for software asset management developed in harmonisation with related ISO/IEC industry standards and aligned with ISO/IEC 20000-series (Service Management) standards. Achievements to-date

May 2006: ISO releases first SAM Processes standards - ISO/IEC 19770 Part 1 - Processes
October 2007: Extensive industry survey by ISO to understand market needs for SAM standards
March 2008: ISO receives submissions proposing stages for evolutionary adoption of SAM
May 2008: Berlin meeting of ISO/IEC Working Group 21 (ISO/IEC JTC 1/SC 7/WG 21):
- results released, showing strong market demand for Tiers and inviting other approaches
- commissioned market trials, of approaches to staged SAM.
May 2009: Hyderabad meeting of Working Group 21 (ISO reference as above):
- agreement to base stages upon submitted and tested tiers
- agreement to base draft Staged SAM standard on processes and format of 19770 Part 1.
October 2009: Reading(UK) ISO/IEC Working Group for SAM (ISO/IEC JTC 1/SC 7/WG 21) created an Other Working Group (OWG):
- to develop the ISO/IEC 19770-4 standard with the goal to agree its normative text at the Niigata Plenary
- David Phillips, of SAMleaders, was appointed as the convener of the (formerly designated 19770-4) Staged SAM OWG
- The OWG convened with 12 Software Asset Management (SAM) industry professionals in attendance. This page serves as the source for public information and OWG resource support for development of the standard. Member project groups may work on their own draft documents, subject to OWG terms.
February 2010: New Work Item for Part 4 is circulated by ISO for worldwide member-body voting. The NWIP is available on JTC1 Website. Text may be used for standards-making purposes by OWG memebers.

Membership has now grown to 17 members, focused on normative text and developing guidance which would further increase usability of ISO/IEC SAM Processes standards, where these are backed by industry consulation.

April 2010: New Work Item is passed for worldwide member-body voting. The NWIP is available on JTC1 Website. Text may be used for standards-making purposes by OWG memebers.
September 2010: Acting on SC7's supporting resolution, work is completed on a revision of the 19770-1:2006 standard, as described above. Work products and text may be used for standards-making purposes by OWG memebers.

The OWG successfully submits all WD materials on-time SC7 Interim meeting in Gaithersburg MD, USA in November 2010. Next step is a CD-release of standards document and several annexes providing guiance requested in industry trials.

Participation is open to qualified individuals

The ISO/IEC Staged SAM OWG has been tasked by WG21 with completing a standard which is consistent with and replaces 19770-1:2006 and also enables organizations to standardize proceses in four progressive stages or tiers. It also adds guidance to aid application of Part 1. Participation in the OWG is (at the convener's discretion) open to qualified individuals with relevant expertise in standadization, and software asset management, who by joining will assist the work of the OWG. All OWG members are required to sign a statement acknowledging that the work products of the OWG shall be copyright of ISO/IEC. Work products of this OWG are NOT freely redistributable. (This policy is to support general working principles of ISO/IEC, because the work products of this OWG are principally concerned with the finalizing of formal Working Drafts of standards.)

Work Contributions and Time Commitment

The participants of the OWG will be expected to join projects working on Guidance and participate in the conference calls whenever possible, and in addition to make a meaningful contribution to the email-based work on the OWG's deliverables. See especially OWG Terms of Reference points (9) & (13).
